I am not catholic, so my opinion comes from the perspective of a tourist who enjoys beautiful art and architecture, not from a religious point of view.
I visited the cathedral in mid September on the weekend off Mexican Independence Day. The cathedral was open, with people walking through taking photographs, etc. They have beautiful works of sacred art, plus religious relics from saints and people who were important to the history of the Catholic Church in Guadalajara. Small catacombs were open to the public also. Beautiful fountains, flowering trees, and carriage rides right outside the cathedral. Government buildings are nearby as well, and shopping is within walking distance. The park like atmosphere of the grounds outside the church makes it a beautiful place to spend the day with family and friends.
