I'm giving 4 stars because is cheap and clean and I feel safe too (to me very important) downside is you can hear everything and so do the others around you. I do suggest the owners replace some things like the cooling systems.

Great hotel. A Quiet Island in a Famously Busy Place.
This hotel is just off Revolution Avenue near the Carl's Jr and the place where the Caesar salad first fell into place on a plate and inspired almost every eating establishment in Tijuana to sell the now famous Tijuana delicacy.
Hotel Baja, while it appears as just one of a number of store fronts in an ancient city block, is new on the inside, and has a quiet, nature-y courtyard where you may contemplate apart from urban life. The courtyard resembles in spirit but not in expansiveness and grandeur, the peaceful courtyard at the old Palacio museum on 2nd at Av Constitución a few blocks away.
The rooms here are painted gabacho beige instead of the traditional Mexican colors. Fixtures work. Even the bathroom sink has hot water. Beds are covered primarily in white. It's a bright, clean but not particularly well-lighted habitación. I always advise people to bring some suitably high-power lightbulbs to any hotel, at least a 25W. I recommend possibly a 100W bulb if you plan to be photographing anything. There was no window in my room, but I didn't miss it.
There are lots of plugs, a great remote-control AC unit, the usual Tijuana cable TV, a variable overhead fan with a zillion speeds selectable by switch near the bed and more.
There's a pharmacy next door that sells Alka Seltzer for 36 mn, an OXXO around the corner on Constitución with five types of coffee, taxis colectivos to everywhere and everything else that downtown has to offer near by.
A comparably priced contemporary hotel with larger rooms not as polished as those of the Hotel Baja is the Hotel Pacific in the Cacho neighborhood, which is fairly upscale and not far away from El Centro. Hotel Baja is, however, a more intimate urban hotel not particularly constructed to please or accommodate your car, though I'm sure Hotel Baja has great, secure parking at hand. I just didn't care to look into that.

Was nice room everything was clean we did have to kill a roach running across the floor yuk but overall was good 2 rooms 70 bucks American

Negitive5 stars DONT GO ESPECIALY IN WINTER!
First room 14 small small and heater didn't work nor hot water. Then movered to 21.
Ok I've stayed there 2 years ago and the water was warm they said they would fix it and didn't. This time water was cold approaching warm 65 70 degrees they Told me leave the water running more then once the water ran15min or more and and still freezing this lasted 1 week and they never fixed it even after numerous complaints. I got tiered of complaints and my 11 daughter couldn't shower for risk of illness and she needed one for female reasons. I USED It and
Almost got a cold from using it.
Tv controllers don't work either you have to unplug the cable and plug it in again to get it to work and luckily I was tall enough to reach it 7feet up in the air.
Lights in room went out for a evening 2 of the 4 bulbs. Cleaning crew was loud in the mornings.
If they weren't located in center tj never would have gone there.
I seriously hope they lose their hotel or close down.
