As a full time resident of Puerto Vallarta, I frequently go to the beach. Whether it's with other residents / locals, or with visiting family or friends, my go to place is Ritmos Beach Club, also known as Green Chairs. This beach club does not charge for a day pass, you just pay for your food and beverages which are served by friendly staff. Speaking of friendly staff, they really go out if your way to make sure you're comfortable (extra chairs? one more umbrella? No problem!). While you can usually get a spot without problem, you might want to make a reservation at least a day or two in advance to guarantee a spot. Weekends and holidays during high season get very busy and spaces fill up early (11am,12pm). Also, bring lots of sunscreen. While there is plenty of shade with the umbrellas, the reflection of the sun still kisses your delicate skin, so plan accordingly.
