Desde hace 47 años el Hospital Psiquiátrico Doctor Rafael Serrano "El Batán" ofrece sus servicios en Puebla.

Así mismo se dan consultas externas de terapia de lenguaje, de juego, estimulación temprana, neuropsiquiatría, y terapia para adolescentes.
También se otorga consulta externa, tanto psicológica como psiquiátrica por medio de la clínica de Rehabilitación Psicosocial, ahí, principalmente, se tratan a personas con padecimientos de:
Depresión
Esquizofrenia
Trastornos de personalidad
Los psicólogos ofrecen talleres para personas que presentan trastornos de ansiedad entre otros mentales; además se ofrecen servicios de geriatría. El Hospital Psiquiátrico tiene un área o clínica del sueño y otra de electroencefalografía.
Con el paso de los años, este inmueble fue adaptando las áreas de servicio para otros tratamientos, una de ellas es para las adicciones.
Por medio de consulta externa, psicológica y psiquiátrica se diagnostica a los pacientes, desde esta área se ofrecen talleres de prevención contra las adicciones e incluso, si el paciente así lo manifiesta, se internan durante 35 días para el procedimiento de desintoxicación y tratamiento.
El Hospital es el único en servicio pero está deteriorado

El inmueble fue construido en la década de los sesenta, por instrucción de Gustavo Díaz Ordaz quien fue presidente de la República de 1967 a 1970.
La edificación fue en la antigua Hacienda El Batán, que significa "nido de víboras" debido a la fauna de la zona.
El nombre que recibió el Hospital Psiquiátrico "Doctor Rafael Serrano" fue en honor a este médico psiquiatra, originario de Puebla; de acuerdo con su historial obtuvo la Palma de Oro en Psiquiatría debido a sus investigaciones y trabajo en este campo.
La superficie del nosocomio es de 324 mil 522 metros cuadrados y la edificación tuvo un costo de 4 millones 250 mil pesos.
