Floor PB (Food Court). 3rd floor, use elevators or escalators. Ask for an English menu- for those who are Spanish challenged. Not a tablecloth restaurant, but it has good food and service. Primarily fish restaurant, but they have other food. 5min Walking distance to Sheraton.

Not the best of dinners I had to be honest. The place is nice and cozy and the staff are nice.
My starter was delicious, I would really recommend the prawn and octopus cocktail. Now, literally 1 minute after the starters came, the mains arrived, which meant it was sitting there cooling down. My main was Huachinango fish in Veracruz sauce. Not impressed at all, quite bland and the outside was very crusty, as if it had been ready before I got there and kept warm.
Dissert was nice, Mango icecream which I also recommend.

Good seafood, nice atmosphere in El Pabellon, the municipal indoor concert hall in downtown Monterrey. Lots of restaurants to choose from in this upscale complex.
